Constitution

Article I
The Organization is and shall be called Northeastern State University College of Liberal Arts Graduate Students Association.

Article II
Objects and Purpose
The objectives and purpose of the Organization are:
•    The introduction, teaching, promotion, encouragement, understanding, and extension of the English Language and Literature in all its aspects, within the University, within the community, and within northeastern Oklahoma.

Article III
Membership
Northeastern State University College of Liberal Arts Graduate Students Association shall be open to any willing and able person that wishes to contribute in the objects and purpose of the Organization, and who is affiliated with Northeastern State University.
The membership will consist of two forms:
A VOTING MEMBER:
•    Has paid his/her dues to the Organization in the amount specified and at the dealing specified by the Organization President,
•    Takes responsibility and follows them, as set forth by this Constitution, the Requirements for Selection, the By-Laws, and the Code of Conduct that may be instituted by the Organization, according to this Constitution, for the Organization benefits and objectives,
•    Has fulfilled all meeting attendance requirements.
•    Has participated in a majority of fund-raising events in a productive and substantive way
•    Is eligible for financial assistance and support from the NSUCLAGSA Endowment Fund for Conference Travel and Expenses
A NON-VOTING MEMBER:
•    Has paid his/her dues to the Organization in the amount specified and at the dealing specified by the Organization President,
•    Takes responsibility and follows them, as set forth by this Constitution, the Requirements for Selection, the By-Laws, and the Code of Conduct that may be instituted by the Organization, according to this Constitution, for the Organization benefits and objectives,
•    An Organization member will cease to be an Organization member if at the Judgment of the Officer’s Committee the said member has failed to meet the criteria set forth by the Organization.

Article IV
Affiliation
•    The Organization and its members will observe and be immediately governed through its affiliation with Northeastern State University College of Liberal Arts Graduate Students Association.

Article V
Officers
The officers of the Organization shall be as follows:
•    The President shall be the Chief Officer of the Organization and shall have general and active supervision over the business of the Organization and over its several other officers, subject however to the control of the voting members of the Organization.
•    The Vice President shall be the supernumerary and act in the Presidents position should at any time the President not be able to fulfill its obligations and duties.
•    The Treasurer shall have charge and custody of and be responsible for all funds of the Organization.  The collection of dues; deposit and disbursement of funds, and exhibition and auditing of accounts shall be directed by the members of the Organization. The President, Members, or the By-Laws of the Organization may assign him others duties.
•    The Recruiting Officer shall have charge of the preparation of the Organization for all matters concerning the recruitment of incoming Masters Candidates.  The President, Members, or the By-Laws of the Organization may assign him others duties.
•    All officers shall be voting members of the Organization.
•    All officers elected by the Organization shall take office after the election and shall hold the office for a period of one year.
•    In the event that an office becomes vacant, then the President may appoint an individual to fill the office with the approval of the Officer’s Committee, to serve for the remainder of the term.
•    Other positions of responsibility shall be assigned by the Officers Committee and subject to the provisions set forth in the By-Laws.

Article VI

Finances
The income of the Organization shall come from:
•    The memberships of the voting and non-voting members;
•    Any net profit that is derived from a special event, fundraiser, or other function organized by the Organization;
•    That part of any net profit that is due the Organization by prior agreement and is derived from any special event, fundraiser, or other function organized by the Organization in cooperation with any other group; any grants; memberships, or donations; any funds provided by the University to the support of the Organization in its needs and function.

Article VII
Amendments
•    This Constitution may be amended by two thirds (2/3) of the voting members of the Organization that are present at that Organization meeting.
•    The details of any proposed amendment shall be circulated to all voting members with the call of the meeting at which the vote is taken.
•    Any proposed amendments must be submitted in writing.

Article VIII
By-Laws
The Organization shall propose and administer a set of By-Laws, which are initially set forth below:

Article I
Membership to the Organization
The membership shall be open to any willing and able person that wishes to contribute in the objects and purpose of the Organization, and who is affiliated with Northeaster State University (Article III Constitution of the Organization).
•    The applicant shall be given details of the current operations of the Organization, of the games played recently, and those scheduled for the future.
•    The applicant shall be welcomed to the practices of the Organization, but will not become a voting or non-voting member until all the membership requirements are met as set forth in the Constitution and By-Laws of the Organization.
•    The membership requirements shall consist of two forms:

A voting member is a person who:
•    Has paid his/her dues to the Organization in the amount specified and at the dealing specified by the Organization President,
•    Takes responsibility and follows them, as set forth by this Constitution, the Requirements for Selection, the By-Laws, and the Code of Conduct that may be instituted by the Organization, according to this Constitution, for the Organization benefits and objectives,
•    Has fulfilled all meeting attendance requirements.
•    Has fulfilled all University requirements for insurance,
•    Is a student, staff, or faculty member of Northeastern State University.
•    Has participated in a majority of fund-raising events in a productive and substantive way

A Non-Voting member is a person who:
•    Has paid his dues to the Organization in the amount specified and at the deadline specified by the Organization President.
•    Takes responsibility and follows them, as set forth by this Constitution , the Requirements for Selection, the By-Laws, and the Code of Constitution, for the Organizations benefits and objectives,
•    Has fulfilled all University requirements for insurance, if he/she wishes to participate in practices,
•     Is a student, staff, alumni, or faculty member of Northeastern State University.

Voting members can:
•    Participate in the seminars, symposiums and other functions of the Organization,
•    Will pay the required dues as set forth by the Officers Committee and approved by the Organization,
•    Fill any position in the Organization Officers and committees, except President and Treasurer (restricted to full-time Graduate members).
•    Participate in all other Organization functions.
•    Request financial assistance and support from the NSUCLAGSA Endowment Fund for Conference Travel and Expenses to assist and defer the cost of attending a recognized conference.

Non-voting members can:
•    Participant in the practices, but symposiums and other functions of the Organization,
•    Will pay the required dues as set forth by the Officers Committee and approved by the Organization,
•    Fill any position in the Organization committees,
•    Participate in all other Organization functions.

Article II
Committees of Organization
Officers Committee—consisting of all elected officers and ex officio the Faculty Sponsor shall oversee the day-to-day operation of the Organization and all of its activities.  The Officers Committee shall oversee and appoint all other committees as needed for the benefit of smooth Organization operation.  The Officers Committee shall meet as often as is necessary in order to complete Organization business, but now fewer than six times a year, and may meet in conjunction with a general meeting of the Organization.  Any member of the Organization may be appointed to attend this Officers Committee meeting by the President, in order to fill a position that is vacant, in order to head a committee that is governed by the Officers Committee, or for the overall good of the Organization.

Article III
Memberships of the Organization
The memberships to the Organization shall be a fixed sum determined by the Officers Committee and accepted by the Organization by a 2/3 majority vote of the voting members of the Organization.  

Article IV

General Meetings of the Organization
•    The General Meeting of the Organization shall be held at least twice a year, once in the fall and once in the spring.
•    The Spring General Meeting shall be held to elect Officers positions for the following year besides for other business.
•    The General Meetings shall be called by the President of the Organization no later than ten days prior to the meeting date.
•    A quorum of one third of all available voting members must be made before general business can be started.
•    The President of the Organization shall chair the meetings.  In his/her absence, the treasurer shall have the responsibility.
•    The Organization shall consist of one unified body all voting and non-voting members. All Organization members should be present at all General Meetings. It is at the first half of the meeting with a quorum membership of voting members present that all general business be conducted.  Only after all general business is conducted can elections be made.

Article V
Amendments to the By-Laws of the Organization
The procedure for Amendments to the By-Laws will follow the same procedures set up in Article VII of the Constitution of the Organization.
